Do muslims go into a mosque when they hear the adhan?

I’m a little confused about this aspect of Muslim prayer. I know Muslims are supposed to pray five times per day. In NYC, I often see Muslim people lay their prayer mat out on the sidewalk and pray there.

But, in Arabic countries, what exactly happens when the adhan is given? When they hear the adhan, do Muslims lay out their prayer mats and pray whereever they are, or do they go to the mosque, and pray there?
