NOT just that, you are to keep your Salat and Fasting, even while you are on periods. I don’t find any condition of cleanliness of clothes either. Though it is always a good feeling to be clean. The Quran only advises us to be in clean clothing when we attend the mosque AND to be clean after an intimate sexual activity (to perform the salat).
Apart from Salat, you may study the Quran in ANY condition.
